Ensure when you are creating new OU's in Server Manager that you are putting them in the proper location. Server Manager likes to automatically direct to a new OU after it is created.
I had an issue getting the users bob and alice added to the custom-desktop security group. When adding users, I figured out that the 'Enter the object names to select' field allows you to type the name of something and it will find it and add it assuming you set it to search for that item in the specified location.
