General description

CMS describes the Hospital Compare data as follows:

"Care Compare displays hospital performance data in a consistent, unified manner to ensure the availability of credible information about the care delivered in the nation’s hospitals. Most of the participants are short-term acute care hospitals that will receive a reduction to the annual update of their Medicare fee-for-service payment rate if they do not participate by submitting data or meet other requirements of the Hospital Inpatient Quality Reporting (IQR) Program. The Hospital IQR Program was established by Section 501(b) of the Medicare Modernization Act of 2003 and extended and expanded by Section 5001(a) of the Deficit Reduction Act of 2005 [1]."

Variable categories

  • Process of care measures -- are indicators of whether or not a healthcare professional provides the recommended care following recommendations, standards of care, or practice parameters, i.e., the course of action that is known to be most effective for the majority of patients with a given condition. These metrics translate data from patient medical records into performance percentages and/or rates. By making this information available, customers may evaluate a healthcare provider's performance compared to other healthcare providers throughout the state and the country.
  • Outcome measures -- are intended to represent care outcomes rather than whether or not a particular therapy or intervention was used.
  • A national, uniform survey of hospital patients regarding their recent inpatient hospital stays is used to gauge the patient experience of treatment. This is also known as HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems).
