General Services Consideration

• This may be more regarding general services, for dependent services (via volumes-from), if allocation cannot be found for primary services do we deactivate dependent services? For example, "web" services depends on "logger" service via volumes-from. Service is able to activate "logger" service but unable to allocate "web" service for some reason. Do we keep "logger" activated or also deactivate it so the entire activation is considered one transaction?
