We use NetBeans Platform as a framework from Oracle that offers:

• A good and well-proven and well-documented base
• A platform on which to install and update plugins from its own website (URL)
• Loosely coupled modules
• Plugin developed with Java graphical components in Swing or Java FX (Evolve easily with Matiss editor in NetBeans)
