Here are the steps to get your Seestar to EQ mode with just seestar_alp 3.0...

ensure is_eq_mode is true in config.toml

ensure Seestar LED is facing up

if you believe your zenith is obstructed, set the scope_aim parameters in config.toml. Note the interpretion of these 2 parameters have changed, and I will come back to this in a later step below.

start Alp as before.

run start-up sequence. 3ppa should be chosen. If you think your zenith is obstructed, enable move arm as well. Autofocus and create dark are optional.

when start-up sequence starts with the 3ppa option activated, Alp will instruct Seestar to start the new firmware polar alignment routine.

if 4) failed, and you have move arm activated, alp will move from current position ( near zenith ) ton your chosen position. This is specified by the scope_aim_xxx parameters, which are now interpreted as the number of seconds moved in either axis. Read the config.toml.example for more detail.

after move, alp will optionally autofocus and/or create darks based on the start up parameters

now, if PA failed in step 4) and you have move arm option activated, Alp will now perform a second polar alignment at the current spot ( where you have instructed Seestar to go )

start up sequence ends

if either PA routine succeeded, you now go to refine Polar Alignment page, and start the PA refinement process

once you are satisfied with the PA error value, stop PA refinement. No need to redo polar alignment at this point.

I repeat, no need to redo polar alignment after PA refinement.
