How to create a policy in OCI

Click on the Burger menu/Nevegation menue

Click on Identity & Security

Click on the Policies

Click on the Compartment account name (root) and then select the correct compartment

Click on the Create Policy

Write Policy Name, Description, and select compartment

Scroll down to the Policy Builder field and click "Show manual editor"

Write a Policy manually and click on Create
