The idea that work is a pipeline, and that it can be described in standard way, so that someone skilled in it can tell where the work is at, what needs to be done, and is generally effective at moving the ball upfield in regard to the given work.

Victor would verify that a given standard was met, and people skilled in doing the work, Dave, Edna, and Frank, would require Victor's signature in order to consider, or even be made aware of, the work.
