The tribe app should help people be entrepreneurs. The people looking for help should be able to find people to either (long term) play a role in their organization, or (shorter term) provide a service for their organization. And the people who are being sought after, they should know the people seeking them are ready to be helped.

So for Alice to find Bob. Bob should be able to list required attributes to be contacted, along with a fee to be contacted, so that when he is contacted, he knows Alice has what is necessary for him not to waste his time in learning how he can contribute to her project.

For instance, if Bob's skill is marketing, and he wants to become an entrepreneur in that regard, then when people contact him, perhaps he requires them to have completed a business plan, and to have $600 available for ad fees. For a given desirable attribute that he has, he would create a list of required attributes to be contacted, and in that list he would add "completed a business plan", and that attribute would need to be signed by Charles, a known entity of Bob's who he considers capable of indicating that someone has indeed created a business plan. Maybe Bob would accept a signature from Debbie or Emmy, too. Regarding the $600 for ad fees, maybe Bob requires a reference to a UTXO controlling at least $600, and a reference to a signature that matches public key which controls the $600 UTXO at the moment it is checked.

In his required attributes to be contacted, Bob could list the attributes himself, or a grouped attribute, which he does not necessarily control, but which he agrees with. This grouped attribute list could be updated by someone else, and be in effect a list of things that everyone who has a certain desirable attribute would want someone else to have before they were contacted.

I'm foreseeing a pipeline of sorts. a decentralized railroad, where ideas can progress to realization a step at a time. You may have an idea to do a certain thing, and to advance the idea, you have to do a certain thing, get it approved, and then be able to ask for the next persons help.

Or maybe your business wants to progress to the next level, but you don't know what you need to do. Perhaps you know who would be able to do it, and based on that person and the RTBCs they propose, we could build a chain for you to follow. "If you want Alice to do X, you need to get this attribute, which requires this attribute, which requires this one." etc.
