Develop response console here. Goals:

• Drop down list populated with unresponded applications
• Form which we complete to send a response out (via email)
• Choose from several different options:
• Reject for reasons X, Y, Z
• Cancelled by student group
• Request more information
  • Have a concrete options for things we are waiting on
• Accept conditionally
• Accept full amount

Also include way to alter the application recipient.

• Specify the new email
• Specify the email subject/tag

Lock and migrate old years' data.

• Export application and response data as csv

Initialize yearly finances for each JCCC contributor.
