This option decides how the user will get the file menu, the menu with actions for the file. This is how it appears in the options page:

By default it will be accessible just by clicking on the name of the file, like this:

But you may want to leave the name/link to behave the standard way (that is determined by the browser), and access the actions menu by a dedicated button placed at the far right, like in this example:

In this example the "play audio" entry is offered by a plugin.

If adequate permissions are set, you will find in the menu also a "delete" entry.
