Health Network Quality Improvement System (HNQIS) is a quality assessment methodology intended to improve client Quality of Care outcomes. HNQIS uses DHIS2 technology to capture, store and analyse data, allowing organizations to assess, monitor and provide feedback to health providers in the public or private sector. HNQIS is developed and maintained by Population Services International (PSI).

A HNQIS implementation is made up of quality checklists with build-in feedback and monitoring mechanism. It is currently used by Quality Assurance Officers of various non-profits and Ministry of Health (MoH) teams to conduct skills assessments across different health areas, allowing to measure proficiencies and adherence to procedures, while at the same time informs supervisors areas to focus mentorships and skills development or reinforcement. This enables behavior change while allowing organizations or MoHs to collect and analyze data in real-time, making it easier to reallocate resources effectively—which leads to better health outcomes at scale.

Challenge	HNQIS
1. Quality assurance systems take a long time to improve health outcomes; this delays achievement of SDG targets.	Collects and analyzes data in real-time, making supervision visits easier, more efficient and effective than paper-based solutions.
2. Supportive supervision visits do not offer real-time scoring and on-site tailored feedback.	Provides immediate on-site tailored feedback to improve providers’ quality of health service provision.
3. Supportive supervision visits are resource-intensive and difficult to sustain.	Better targets resources, resulting in a greater return of investment to increase quality of service provision at scale
4. Data from supportive supervision visits are not available in the HMIS.	Ensures all data collected is available in DHIS2 and analyzed to support health system managers’ decision-making Ensures that data from supportive supervision visits can be overlaid with other data sources (i.e. patient volumes, availability of health commodities, etc.)

HNQIS 1.X HNQIS was initially developed in 2015 as a custom android application using DHIS2 events data model to store data. The app has four modules:

• Plan: helps the supervisor to prioritize to whom and when a visit should be made.
• Assess: displays a customizable set of questions to assess the provider / facility.
• Improve: identifies failed questions and critical gaps, standardizes feedback scripts in line with organizational global guidelines, and allows creation of Action Plans that are shareable through email, WA or SMS.
• Monitor: monitoring of facilities' and provider's performance assigned to the supervisor officer to help in the targeting of efforts.

HNQIS 1.X only runs in Android, and cannot used DHIS2 capture app. Analytics are done using various custom scripts and rendered in DHIS2 dashboard. Full documentation for HNQIS is available as a PDF manual here. [@NANCY @MAURICIO LINK to PDF version of the H1 manual]

HNQIS 2.X Building on lessons learned from use of the previous version, HNQIS 2 has been redeveloped using the DHIS2 tracker data model, and has made the need to use of a custom app optional. Instead HNQIS 2 can now use either the web-based tracker capture app or the standard DHIS2 android app. Optionally, a for of DHIS2 android app add functionality for providing the feedback functionality.
