Using LALInference to test General Relativity

Q. How are ppN parameters handled in LALInference, i.e.:

1. How are they sampled? What sampling priors are available?,
2. Where (in code) are ppN terms applied to GR-based waveform templates?
3. What will be the cleanest way (in code) to add support for ppE parameters?

Test LALInfernce runs (submitted on 06/03/2019):

1. Run on GW170814 on CIT
   1. dchi0 (config.ini)
   2. dchi0 and dbeta3 (config.ini)
   3. dchi0, dbeta3, dalpha2, dalpha3 (config.ini)
