If your purpose of joining this course is to clear civil services examination,then no. This course particularly doesn't do any good.
Things change a lot in graduation. You'll get to know many new things and develop many new interests. Keeping this in mind it is not advisable to join a course which may or may not help you after 4 years or so.
Again, if you are sure that you want to pursue civil services, even then,you can easily do that by joining any decent college in Delhi or any other city. Because UPES is an expensive affair and considering your case it is not worth it.

Civil services is a serious one year job. If you prepare for 3 years it will only burn you out.
Finally,my advise is that you join a decent college in a subject of your interest and cultivate habits which are helpful for the exam. Like reading newspapers, following important debates of national importance and reading basic NCERTs etc. In the final year of graduation you can start your preparation seriously.
Studying in UPES is a good experience though. But,for this specific purpose it's sheer waste of money and energy.
