A directly recruited IAS officer undergoes training for the first 2 years. After that, (s)he is posted as a sub-divisional officer in charge of a revenue subdivision[1] in a district. After spending 2-3 years here, (s)he gets posted as an Additional District Magistrate(ADM) to get acquaintance of developmental administration. After this only, (s)he can hope to be posted as a DC in a district, and that too in a comparatively easier and smaller district.

A very small percentage of such officers find themselves as a DC after the aforementioned period. It also depends on the state/cadre you are posted in. For example, one has a better chance of becoming a DC in UP than in Odisha, because former has more number of districts than the latter.

Further, a conference of Chief Secretaries held in 1976 recommended a minimum experience of 6 to 8 years to be appointed as a DC.
Again, I have presented a very simplistic overview of the progression and it can vary from officer to officer. There could be one/more central deputations. It's possible that an officer doesn't become a DC all throughout her/his career but gets the opportunity to hold other important posts at the Centre.
