IAS is an All India Service, just like IPS.
IAS stands for Indian Administrative Service. After selection the person gets following posting as per order (usually).

Assistant Collector/SDM -> CEO Zila Parishad (or equivalent post in government) -> Collector/ DM (District Magistrate) -> Senior IAS positions in government -> Divisional Commissioner (A division consists of 4–7 districts) -> Usually posted into Secretariat or Divisional Commissioner of big divisions -> Principal Secretary (in secretariat, given charge of a department) -> Additional Chief Secretary (of bigger departments or a group of departments) -> Chief Secretary

So, by the hierarchy the senior most position in IAS is Chief Secretary, who is the head of Executive in the state. Collector is a position (officers usually get posted after 4–5 years of service).
So, a Collector is usually an IAS officer. In some states, super time scale state PCS officers are also posted as Collector/DM.
