We are now trialing using Keycloak to manage our users.

1. Head to Keycloak admin space and login with an admin user (NOT OpenMRS ID)
2. In the master realm, go to Users
3. Create a new user, following the <openmrsid>-admin convention
4. Set a temporary passord for this user using the Credentials tab
5. Add this user to the appropriate role mapping
6. Now send the username and temporary password Instructions on how to manage users can be found in how to grant admin to users and how to grant access to Jira and Confluence

Until recently, we could manage our LDAP users via ID Dashboard/Formage. We are moving away from it. In order to access formage, you need to be a member of dashboard-administrators LDAP group.
