Bamboo is an standalone for user management. It's not OpenMRS ID, and therefore you have to grant access to it from inside Bamboo. Bamboo is very powerful.

Just grant access to people who will be doing releases or need to run plans.

You have to login in bamboo, and click the cog icons, Users: https://ci.openmrs.org/admin/user/viewUsers.action

At the very end, you can add a new user. Ensure the user is a member of the bamboo-user group. Please do not add new users to bamboo-admin unless they are a /dev/4 or higher.

We need to be more vigilant about adding Bamboo accounts and require approvals from some other user to validate such requests at least.
