Dev Stages are managed by Daniel as Community Dev Lead. "Truth" is group assignment in Discourse, which Daniel can manage (except null and /dev/1, which are automatic. GitHub assignment is manual and should be kept in sync with Talk groups (dev2+), which Daniel has privileges to do.

When someone is assigned to a dev stage in Talk, badges are automatically updated on daily job (so, in <24h)
