OBSOLETE. Use keycloak now.

Go to https://id.openmrs.org/panel/model/user and choose 'New item'

NOTE: do not click on Groups. It will bring the application down

You'll need to fill all fields (note the email list one!)

Chances are it's going to timeout several times. Just keep retrying, it will eventually work.

On the password field, you can add the new password in clear text and save. It will automatically hash and save it. Ask the user to change the password as soon as possible.

Alternatively, you can also duplicate another user.
