LACI ZE Delivery City Challenge

  • Michelle Kinman from the Los Angeles Cleantech Incubator (LACI) led a presentation on their mission to create a green economy for greater LA region and beyond
  • Created a unique model for piloting and scaling startup innovation w/ cities
  • Developed an innovative sandbox with the goal to de-risk scaling of technologies
  • The Transportation Electrification Partnership goals informed each of the LACI pilots)
  • LACI has created a NEW ZE delivery city challenge
    • Multi-city effort designed to accelerate electrification of delivery transportation system
    • Leverages the collective power of cities to accelerate change
  • Questions
    • Michael S – is MDS used to understand the movement of vehicles?
      • A) slowly ramping up, what additional can we do to make an impact? Need to understand what cities are already doing and then LACI can find ways to help these existing efforts
    • Jacob M – how do data standards come into these conversations?
      • A) working with DOE, UFL – experts help LACI understand policy. Bringing together collective muscle to have cohesive mechanism
    • Brian H – How does procurement work in the sandbox environment?
      • A) The CEO of LACI comes from city government and is familiar with the challenges. Developed a procurement “hack”. Partnered with Santa Monica to deploy a variety of tech. LACI handled procurement to help facilitate an accelerated timeline. Non-profits can help move things faster in pilot mode. Once tech is proven, city can do larger RFPs

C40 Cities Zero Emission Areas + Curb Data

  • Catherine Ittner from C40 Cities led a discussion on what C40 is, their goal, and the projects they are working on.
  • C40 is a network of 100 cities who have committed to climate action. Supporting zero emission areas is one of the key focus areas
  • There are few cities with a true zero emission area. Many cities are working on stepping stone policies to reduce the number of polluting vehicles. Lots of momentum that is creating a snowball effect
  • 2 things that need to happen to achieve freight goals 1) electrify vans and trucks 2) more efficient logistics
  • Need common data to maximize use of curb
    • CDS helps cities know how curbs are actually being used
    • Federal law prevents cities from regulating by emissions. Curbspace mgmt. is how cities can get around
  • C40's role is to connect cities to share best practices
  • C40 currently working on freight technical assistance projects in Seattle, Milan, Vancouver, and LA
  • Questions –
    • Michael S – Do you know anyone that is using Metrics? MDS + CDS is how cities communicate the authority from city
      • A) a lot of cities are thinking about metrics and want to get there. There is a long way to go though. There are a lot of rules in cities. Any way to simplify that communication is incredibly important.

CDS Adoption and RFP/Permit Language

  • Michael S and Erin C from Cityfi led a discussion on how to include CDS language into RFPs
  • Highlighted examples that have already been sent to OMF
  • Regina C from Populus asked how we can include this language into existing contracts or renewals
    • A lot of sample language is for brand new permits or brand new RFPs
    • Populus provided sample language for cities to use
  • Erin C explained how Sourcewell is working for some cities
  • The next meeting will be on April 2nd
