The Lossless Scaling app is compatible with SteamVR VRto3D. It can be used to upscale resolution and framerate.

It doesn't show on the screenshot but you should also set "output display" to your 3D display which accepts 60hz, so a game that is giving 30fps per eye gets frame gen up to 60fps per eye

When you have the game with VRto3D running, you should alt+tab over to the headset window to focus that instead, then scale that with the hotkey or the button in the lossless scaling gui, then when it is scaled you alt+tab back to the game window to control the game

It should be possible to install ReShade on top of the Lossless Scaling app to enable conversion to other 3D formats as detailed in the VRto3D readme. Check out this reddit thread for details. Frame Sequential is unlikely to work, but never hurts to try.
