Create a Table

Format: @MoBot#0697 table create [spreadsheet_url]
Input: @MoBot#0697 table create https://docs.google.com/spreadsheets/d/17hl8bxAvtSMqWPMFtihj5l4l_F8cET_-tqFDQrrXpe0/edit?folder=1S-97wiO-PIlnI7HJr-LBJtDEj2SJJmKr#gid=0
Output: MoBot displays an editor to allow defining a table.

Notes:

• If MoBot does not have permissions to view the table, it will send the user a private message with the email to share the Google Spreadsheet with.
