The Primaris Techmarine is a new datasheet in 9e. By reviewing the Primaris and Regular datasheets for the Captain, Chaplain, and Apothecary, the "Primaris" keyword seems to just increase the SAP by 1.

Since the Primaris Techmarine has an entirely new weapon, the Forge Bolter, we chose to keep the statline overall the same, but add the Forge Bolter using Heavy Bolters as a template, and increase the PL by 1 since this give the Primaris Techmarine a "real" gun that the Techmarine doesn't have access to.
