The Outrider Squad Datasheet was created using the Bike Squad, Intercessor Squad and Assault Intercessor Squad datasheets

The unit profile was straightforward - take the Bike Squad 3 model profile, double the wounds. This doesn't properly account for the wound the bike adds, but no fractional wounds, so shrug.

The Twin Bolt Rifles were equally simple - Take the Bolt Rifle profile, double the Attacks characteristic. This does mean that the Outriders have the same confusingly good shooting profile that Intercessors do.

For the Chainswords, we chose to reuse the Chainsword profile we built for the Assault Intercessor Squad instead of the Close Combat Weapons from the Intercessor Squad profile. This is because the Astartes Chainswords are not optional for Outriders, they have to take them. It seemed to match the unit in 9e better this way.

Devastating Charge

At first glance, this should have been an easy rule to replicate, except for the fact that charging doesn't exist in Apocalypse. We decided to translate the action of "move to enemy to hurt them with pointy bits" as literally as possible, using abilities like the Repulsor Executioner's Aquilon Optics as a template for how it should be structured:

"When this unit makes a Fight Action, if it has not remained stationary or Piled In this turn, double it's Attacks characteristic for that action."

This should work to only allow the double attacks to kick in when the unit "charged" - if they are already in base contact, the core rules require the unit to "either remain stationary, Fall Back, or Pile In." If they Fall Back, they shouldn't be able to fight anyways, and the other two options disqualify them from doubling their attacks.

Power Level

We were surprised to see that bike squads are 8 PL base in Apocalypse, meaning they are double the PL of a Tactical Squad. They are only 5 PL in 9e, which is the same as a 9e Tactical Squad. We chose to follow the same pattern as the Tactical/Intercessor pair in 9e: The Intercessor Squad is one more PL than a Tactical Squad, so we set the Outrider Squad PL to 9, which is one more than the Bike Squad.

While 8 PL seems very high for the Bike Squad, 9 PL is probably about right for the Outrider Squad: the combination of rules from which we have frankensteined this unit together have resulted in a very scary unit that should be fun (and imbalanced) to use in Apocalypse.
