IMATS - Dataset containing saved solution and covariance.
SCALE - Vector of scale factors applied to standard deviations.
KEY   - Control switch passed to FRMHED to control reading of saved
headers from IMATS.
1=>read and print headers and adopt IC values
2=>read and print but don't adopt IC's
