Calculation of 3x3 matrix DINTL = the matrix of partial derivatives of
orientation angles for mean lunar orbit relative to mean equinox and
ecliptic at initial time with respect to orientation angles for mean
lunar orbit relative to mean equinox and equator of reference epoch at
initial time.  Orientation angles are inclination, longitude of
ascending node, argument of perigee.
