read first five records of planet tape if it is in a rewound
state and observed body is not moon or sun, so that it is
in fact planet nplnt(klan) or nplnt(klanb) with nplnt(klan)
as central body

tentatively using this planet for partial derivatives
two possible criteria: (1) this planet's ICs are to be estimated, or
(2) this is a giant planet, and any solar-system parameter or
planet orbital element is to be estimated
case (1) is a traditional target body. case (2) must now also be one
