End-user clinical safety review of the consumer supplier system

As part of accepting the consumer supplier system, the end-user organisation must comply with clinical risk management standards DCB0129 and DCB0160, and assess the system's clinical safety. As part of the obligation to comply with DCB0129 and DCB0160 the end-user organisation should appoint a Clinical Safety Officer who must:

  • review the consumer supplier's clinical safety case report and hazard log, and have accepted and mitigated any relevant clinical risks
  • establish their own clinical safety case report and hazard log in readiness for the implementation of GP Connect, making sure any relevant clinical risks and mitigations passed from the supplier have been included

Once technical conformance has been issued and the relevant clinical safety processes are complete, the following steps are required to bring a product into live use:

  • The consumer supplier or end-user organisation must inform NHS England via email of their intention to go live, including:
    • a brief use case
    • expected go-live date
    • details of the CCG areas which will be affected
    • ODS codes of the organisations which will be accessing GP Connect via the new product
  • End User Organisation(s) need to Sign up to National Data Sharing
  • The GP Connect team will request live ASIDs for the ODS codes which will be accessing GP Connect via the new product (turnaround time can be up to 5 working days)
  • The end-user organisation goes live - NHS England does not dictate any specific testing at this stage
  • NHS England will monitor transactions immediately after go live and if no problems are detected will assume go live is successful - if any issues are observed we will contact the consumer supplier or end-user organisation
  • Use the National Service Desk Discovery Form to register the contact and/or local service desk details for organisations that require the ability to log incidents with NHS England. Organisations must register separately for each NHS England Service that they consume, even if the contact details are the same.
  • Once live, consumer suppliers should follow the GP Connect Incident Reporting process

If an end-user organisation wishes to extend the scope of its deployment to a new location or organisation, it should contact the GP Connect team.

A supplier wishing to explore further GP Connect use cases must engage from the beginning of the assurance process by contacting the GP Connect team. Once the new use case has been approved by GP Connect there will be an assessment as to whether elements of the SCAL can be reused.
