  1. NEST-2.16 release preparations

    1. 3 open issues left, mainly testing
    2. reinstate iaf neuron
    3. may take a year from now for NEST 3 to be ready, need to be prepared to make more 2.XX versions
    4. keep master on development branch, look into best approach for 2.16 release and create release notes
    5. run time test stats: slightly increased run times for tests post 5g, but looks ok
    6. benchmark testing MAM, some increase in time but looks reasonable
