  1. Authorized users are able to create polls and surveys.
  2. The polls can be created with or without specify the start/end date.
  3. User can only vote/view/change responses during the polling time period.
  4. User can view all avaliable polls and surveys question.
  5. The poll must not responses user or changes after a poll end.
  6. User cannot view the poll before starting date.
