ExpHC runs several mods to enhance the hardcore gameplay experience:
Technology:
IndustrialCraft^2 adds numerous powerful advanced technology to Minecraft. All of its features are enabled and allowed on ExpHC, including nanosabers, mining lasers, quantum armor, nuclear reactors, tesla coils, dynamite, and more! The OV Scanner from IC^2 has been enhanced to also detect fallout shelters and new ores from The Nether.
Gravitation Suite adds the most advanced tech in the game: a gravitation chest plate, which when charged, lets you fly for 20 minutes at full charge. It is very expensive to make, requiring the use of an ultimate lappack, storing 10,000,000 EU. Very expensive, this is the superior technology to work your way up to.
CompactSolars makes solar power in IC^2 practical and less processor-intensive (lag-inducing), versus large arrays of regular solar panels. A clean and renewable source of energy, less dangerous than nuclear.
Charging Bench is a convenient place to store your electric tools and weapons for charging.
Nuclear Control allows you to monitor your nuclear reactor for safety. You can also use it to make information display panels, for your reactor or energy storage units or to show the time.
Charcoal Dust allows you to macerate charcoal, instead of just coal, for making solar panels and single-use batteries.
Immibis Modular Forcefield allows you to build powered forcefields for protection.
Buildcraft adds automated building, mining, crafting, and pipe transport and item sorting. It works great along with IndustrialCraft to automate tedious tasks. Quarries are enabled without restriction.
Additional Pipes adds a few new pipes to Buildcraft. Want to transfer items quickly between two distant areas without running a pipe throughout the entire length (slowing down the server)? Simply build a teleport pipe, tuned to the same frequency.
Power Converters bridges Buildcraft energy and IndustrialCraft^2 energy. All the default conversation ratios are used.
Tube Stuff adds a Buffer to combine items into stacks to reduce lag, and Automatic Crafting Table II for advanced automatic crafting.
Thermal Expansion adds several new highly-efficient machines to automate various tasks. Recommended using this mod where possible. For example, the Igneous Extruder is an efficient alternative to a traditional flowing water/lava cobblestone generator. On ExpHC, you can cut Trees++ logs in the Sawmill.
Forestry adds automated tree farms, and beekeeping! You may stumble across a beehive in your travels – don't destroy it, pick up the bees with a scoop and then you'll be able to make ambrosia, honeyed slices, and short mead in no time.
Transport:
Hot Air Balloons is "a compact, easy to handle air-transportation-vehicle, that will take you to your destinations in style, and will help you discover your world in no-time." You need coal and water to power your balloon, and a bunch of leather to craft it. Note: if you get stuck in a balloon or it glitches out, type /breakballoon to break it into an item and try again.
THX Helicopter adds a helicopter, with missiles and rockets. Important: on ExpHC the crafting recipe is changed for balance purposes, the helicopter is now crafted with: a cannon and musket from Balkon's Weapon Mod, a diamond gear from Buildcraft, and a uu-matter and 5 carbon plates from IndustrialCraft^2. Railcraft adds numerous new rails and enhancements to minecarts. World Anchors and Anchor Carts are disabled.
Smart Moving adds free climbing, swimming, charged jumps, sliding, crawling, and more. Knowing the enhancement movement of this mod may be particularly useful during PvP.
Aesthetics:
Aquaculture is an expansion of Minecraft's fishing system, allowing you to catch a myriad of biome-specific fish and random loot items. Start with an iron fishing rod. On ExpHC, Aquaculture fish instantly tame ocelots.
Trees++ adds dozens of new tree types naturally occurring in the world. You may stumble across banana or palm trees on the beach, or peach or orange trees in the forest, or even a crystal forest.
UsefulFood allows you to "craft yourself a meal", adding more than 30 food items you can craft and eat.
ExtraBiomesXL adds many new biomes. On ExpHC, they are only found beyond 8000+ (x or z coordinates). Before 8000 is all Trees++ territory. However, anywhere you can still access several of ExtraBiomesXL's new items, including scarecrows (craft) and new flowers (use bonemeal on grass).
Jammy Furniture Mod adds new furniture and appliances, for both aesthetic and functional purposes. You can store items in clocks and cupboards, pick up water from sinks, sit in chairs, and more. On ExpHC, the crafting recipe for guttering (straight) is changed to fix a conflict with WRCBE stone bowls. Craft gutters using stone in the shape of a "U" instead of a "V" (note this recipe is not visible in NEI).
Kaevator SuperSlopes adds slanted corners and oblique slopes of various materials.
RanCraft Penguins adds six penguins.
Mo' Creatures adds numerous new creatures.

Storage:
IronChests adds copper chests, iron chests, silver chests, gold chests, and crystal chests. Is your old wooden chest not big enough? Make one of these, you'll never go back.
EnderStorage adds the ender chest and ender pouch, which store items in the end so they are accessible from anywhere.
Shelf lets you store items on a shelf for easy visibility.

PvP:
Secret Rooms Mod adds several new camouflage blocks, for secret bookcases, buttons, entrances, and rooms. Try the ghost block for your secret passageways.
Balkon's Weapon Mod adds knives, guns, cannons, and many other useful weapons.
ComeCloser hides player nameplates until you are five or six blocks away, for added realism and more dynamic PvP. From the author: "This mod will change the way you play on a pvp server forever. It does the one great thing that no one else can seem to get quite right. It hides your name in a way that you can't be seen both from a far distance or threw the ground."

Nether:
NetherOres adds nether equivalents of several ores, which can be smelted to turn into their corresponding overworld ore. "These ores are dangerous, however, so tread carefully."
Netherrocks adds several new ores to the nether, which can be made into tools and armor with unique properties.

Significantly nerfed mods:
AnimalBikes adds several craftable animal "bikes" to the game to be ridden.. however, they can no longer be used for travelling on ExpHC. If you try you snap back where you started. But they can be used for secretly spying in remote areas.
Wireless Redstone Chicken Bones Edition allows you to transmit redstone signals wirelessly, use wireless signals for navigation, tracking, or as weapons. Most of its functionality is disabled on ExpHC.
