The result of a Decision Action is either true or false. We can define a set of Actions enabled by each possibility or by just one of them. What we can't do is define a Decision Action that does not define any Result. That would be like an if-then statement in a programming language without any body to execute.

Identifiers

1. Flow + Activity + Domain
2. Decision + Decision Action + Activity + Domain

By incorporating the Decision attribute into an identifier we have effectively constrained R1060 to a maximum of two results for any Decision Action.
