Signal Action is sent at zero or one Delivery Time

Delivery Time schedules delivery of exactly one Signal Action

By default a signal is delivered to its destination immediately. And, by 'immediately' we mean without any explicitly specified delay.

But sometimes you want a signal to be delivered at some point in the future specified as a duration or an absolute time.
