Send Signal Action specifies input zero, one or many Parameter

A value must be provided for each Parameter in the signal's Event Specification. An Event Specification might not require any Parameters.

Since a given Event might not be signaled, the corresponding Parameters won't be supplied anywhere. This would typically only happen in an incomplete model, perhaps during development.
