A Signal can be delivered to either an assigner state machine on some Association or to a lifecycle state machine for some Instance.

Unless, the Signal is being used to asynchronously create some Instance. In that case, the destination is effectively the Class (and the underlying model execution instance creation mechanics for that Class).
