Default Behavior

When a Modify tool creates a new feature (such as the offset tool), CivilTools can be configured to create the new feature(s) either on the same layer as the source, or onto the default layer. This option can be found in the Options menu. If CivilTools is configured to create the new feature on the same layer as the source feature, and the source layer is not currently editable, a tooltip will appear prompting you to either open the layer for editing or create the feature on the default layer.

In general, it is recommended to create new features on the same layer as their parent feature, to avoid unwanted data loss.
