boundaries of New York City business districts under The New York State Empire Zone (EZ) Program which offers a wide array of incentives including tax credits and utility discounts.
The New York City Economic Development Corporation manages New York City's Empire Zones.

There is a county column in this dataset so to get all New York City Empire Zones select records where the county value is in the set of New York City counties (Bronx, Kings, Queens, New York, Richmond).
Be advised that the records in this dataset may be exploded with "multipolygon" Empire Zones represented as multiple records.
