What exactly does TimeAllocationMutator_ReRoute do?

Hi!

I'm aware of how the TimeAllocationMutator and the ReRoute strategies work separately, but it is unclear what this combined version do.

In case the strategy gets picked, does MATSim apply one or the other? Or it applies both?
