Checking the network health while low-power

• Rebooting and taking the 60 sec config. time hit frequently hurt run-time a lot.

• Need to figure out how to quick trigger a DAG joining (forcing a DIS I guess) and measure how quickly that can be done

• Pinging the endpoint (or doing a NON-GET) every 10min seems like it will be ok. That GET could be the OTA info endpoint.
