This plugin acts as a user pinning system via emotes. Currently Clang can only accept one emote type.

Command	Arguments	Permissions	Description
!starboard		Admin	No arguments will show the current starboard config.
!starboard	set_emoji, emoji	Admin	Sets the emoji for starboard reactions.
!starboard	set_threshold, number	Admin	Sets minimum reactions required to push to the starboard.
!starboard	set_channel, #channel	Admin	Sets the starboard destination channel
!starboard	scan, limit	Admin	Scan recent messages for any posts Clang may have missed.
