Unlike media SDK, it follows a completely open-sourced version of libva & intel-vaapi-driver , and it cannot work with the closed sourced version also.

so we need treat libva/driver separately for closed-sourced & open-sourced versions, they are almost two independent things totally nonexchangeable.
