Config Manager

The dsp_manager process is responsible for maintaining the scene-graph transformations and is often given a plugin to manage communication with other applications (sims etc.). If the dsp_cache program is not running, the dsp_manager takes responsibility for the model database cache. If the dsp_manager is not running when and if the dsp_viewer or DOUG is executed then its responsibilities fall onto the dsp_viewer/DOUG process.
