Corrupt Dust is an item created in a Sanctum Lab used to create and corrupt your own Corrupted Enderman. It has the resemblance of redstone, When in Item form it'll emit red corruption particles.

To corrupt an enderman with it, simply drop the item ontop of an enderman and it will be Corrupted.

Keep in mind Corrupt Dust will not corrupt an enderman if there is already a Corrupted Enderman within 64 blocks.
