Pain with bugtrackers in other opensource projects

I have dig into a series of interview with leaders of other opensource projects and took a look on the answers to a simple question: Who is responsible in tracking of bugs in opensource projects?

We use Bugzilla. It’s managed by volunteers from our community. We have a good team of bugzilla volunteers who do a great job of massaging the bug reports to make them useful for developers. This is especially important since in most cases developers do not have access to the original Windows application, so they cannot reproduce the bug themselves.

Everyone and no one. As a group we try to track bugs, but no one individual owns it.
