A grinder can be created by crouch right clicking with a Cooking Station Maker while standing directly in front of a grindstone and looking at it.

You can grind items using a grinder by right clicking on it with the items in your hand. You can grind in bulk by crouch right clicking.

In particular, you can get salt by grinding flint or quartz and flour by grinding wheat. Salt and flour are important ingredients in many recipes.
