Plugins must be present locally on all nodes in $JIRA-HOME/plugins/installed-plugins

Not surprisingly, $JIRA-HOME/plugins/installed-plugins and $SHARED-HOME/plugins/installed-plugins must both be writable by the user executing the Jira process.
