Import/export help (file_help.c)

These commands are used to generate embeddable text files for including into source. These functions will soon be deprecated as Tines now pulls files from /usr/local/share/tines.

• export_help <filename>
  Exports the current branch to help source format.
• import_help <filename>
  Imports help source format into the tree.
