The following characters ‘ and ’ should be removed from link for jumping to specific bookmark.

Example:
Security Experts Expect ‘Shellshock’ Software Bug in Bash to Be Significant

Above example shows that ‘ and ’ should not exist in link url. But it could exist in header to be referenced at the same time.
