Villagers are stored separately from their houses.

If you wish to dump or load villagers, be sure to do the nhv (villager) and nhvh (villager house) options accordingly.

Load Villagers

Load villagers in using the corresponding nhv of the villager to substitute in place of another villager or an empty plot.

Edit House

In order to modify the house of a villager that was loaded changes made need to be saved. Choosing to save allows NHSE to register the plot number automatically. Within the Edit House window, select the villager to edit, then load in the nhvh for the house that will be shown in game.
