Installation cache inventory: insufficient admitted capacity

The syntax and both actual pinned Rust1.99 compiler-control modes exited0/stopped. Positive whole-session/graph-first reconstruction returned155/3/9/V1; the independent query-only defect reproduced the specific ICE101/stale-binary failure, preserved privately. Both modes observed all four whole-session/order/mixed-member refusals, all-three-file unchanged snapshots,11 raising mutation/write boundaries and five exact-header refusals.

It exited1/stopped with a valid unresolved report; zero shared-cache files or bytes removed. No selected immutable inventory was produced, so control/dry/execute remain NOT RUN.

The1,716 scope entries are native .lock files encountered by the scanner, not selected session directories. Their invented child-member paths have null sizes and are not actual additional cache capacity; the raw report retains that limitation. No hardlink, ambiguous target, nightly session or working directory is admitted by this result. Measured excluded bytes are observations, not freeable capacity.
